Why do my Server 2025 machines keep rebooting into Safe Mode?

I've been having a strange problem with three of my servers running Server 2025 Standard. For the past couple of months, whenever they reboot after patching, they seem to boot into Safe Mode for Active Directory recovery. I did some research and came across a potential issue regarding the network interface card (NIC) being set to public by default on boot. I applied a Group Policy Object (GPO) and a startup script to fix this, but the issue persists. Has anyone else experienced this or have any suggestions for how to resolve it? These are all bare metal servers that are brand new with clean installs on updated hardware within the last six months. I first noticed this happening in January, and each server has gone into Safe Mode at least once since then.
