I'm having trouble downloading from some game stores like the Xbox App, Epic Games, Microsoft Store, and Ubisoft Connect. Surprisingly, Steam works just fine. I've checked with my ISP about any firewall settings they might have, but they said I'm the first to report such an issue. Occasionally, downloads work normally, which adds to the confusion. I'm currently using an old TP-Link TL-WR740N router and even tried disabling its firewall, but that didn't help. I can't add any specific rules either. Before I invest in a new router, does anyone have suggestions on what I can do to fix this issue?

It’s possible that your ISP has assigned you an IP address that was previously linked to another country or flagged for malware, which could be causing these issues. Consider leaving your router disconnected overnight to see if you can get a new IP address.
Try unplugging the Ethernet cable from your router and plugging it directly into your modem. You may need to reboot the modem afterward to get it working with your device. If that allows downloads, it indicates the router might be the problem. If not, there may be something else at play.
