I'm experiencing a major issue with my download speeds on my PC. Despite my household being on a plan for 2gbps, I'm barely reaching 50mbps when downloading games on Steam. It sounds like your network interface card (NIC) or your operating system might be the culprits here. Try testing your speeds with a different NIC; they’re usually pretty affordable. If the new NIC improves your speeds, then you know where the issue lies.
Have you tried doing a speed test on a dedicated speed testing website rather than Steam itself? Steam can throttle speeds based on user load. It might give you a better idea of your actual capabilities.
