I recorded a birthday party video on a Samsung Galaxy S23, but it ended up being 8K resolution and 17 minutes long, taking up 10 GB of space. I managed to transfer it to an old HP PC, but I don't have a USB-C to USB-A cable to get it back to my phone (Samsung Galaxy A53). Our attempt to use a USB pen failed because the file is too large for its old filesystem. I'm looking for advice on how to compress the video so that it fits onto a USB pen or something similar, ideally without losing a lot of quality. I'm worried about using my 7-year-old hard disk, thinking it might have the same limitations as the USB pen. Any suggestions would be greatly appreciated!

HandBrake is your best bet! You can lower the bitrate and resolution to help fit the video onto your USB drive. Also, if the USB pen is formatted in FAT32 and can't handle 10 GB files, try reformatting it to exFAT—that should solve the issue!
