I'm in Italy and already have a DDR4-3200 memory kit. I'm deciding between building around an Intel Core i5-13600KF and keeping DDR4, or moving to DDR5-6000 with a Ryzen 7 9800X3D. The upgrade would cost considerably more, but I'm using an RTX 4070 Ti and mainly play at 1440p. My priority is smooth performance and strong 1% lows, especially in open-world games built with Unreal Engine 4 or 5. Would the 9800X3D and DDR5 provide a clearly noticeable improvement in 1% lows, or would the difference usually be minor?

The 9800X3D is an excellent gaming CPU and should handle practically anything, but the value of the upgrade depends heavily on the games, settings, resolution, and graphics card. At 1440p with a 4070 Ti, you’ll often be GPU-limited, so the CPU and DDR5 upgrade may not produce a dramatic average-FPS improvement. It can still help with CPU-heavy open-world games and improve frame-time consistency, but don’t assume every game will show a major difference.
If you’re buying new, I’d avoid choosing the 13600KF unless it’s available at a particularly good price. A newer Intel option such as the 14600KF may be preferable, while a used 12700KF is another reasonable choice. The better path depends on whether you’re trying to reuse your DDR4 kit or are willing to replace the motherboard and memory as part of a move to AM5.

Exactly. With a slower or midrange GPU, the difference between DDR4 and DDR5 can be nearly invisible at 1440p. A much more expensive CPU and memory platform may provide less of a gaming boost than putting that money toward a graphics-card upgrade. A high-end GPU would expose a much larger gap between these processors.
