I created new Azure and AWS accounts, but neither one has quota available for the Claude models I want to use. The quota requests seem likely to be rejected because the accounts have little or no payment history. Is there a legitimate way to obtain access or increase the quota without waiting weeks for approval?

If you’re using AWS, contact your account team or technical account manager and explain the workload, expected usage, and required model quota. They may be able to review the request or point you to the right approval process, although approval still depends on capacity and account history.
Claude models are provided by a third party, so the cloud provider may restrict access and capacity for new accounts. There usually isn’t a free workaround for those limits—you’ll generally need to request quota through the provider, establish billing history, or use another supported model while waiting.

Do they really require a substantial payment history before approving Claude quotas for new accounts?
