My HP OmniBook X running Windows 11 Home ARM64 with a Snapdragon X Plus processor and Qualcomm FastConnect 6900 Wi‑Fi 6E is experiencing an extreme speed limitation when using mobile data. My Jio True 5G phone reaches about 610 Mbps directly, but the laptop gets only around 0.59 Mbps download, 0.08 Mbps upload, and 350+ ms latency. The same limitation occurs with both Wi‑Fi Mobile Hotspot and USB tethering, so it does not appear to be a Wi‑Fi adapter problem. I also tested a second phone and saw the same result. I have an unlimited 5G plan and have used roughly 12 GB this month. I already tried Windows Network Reset, reinstalling the Qualcomm drivers, changing DefaultTTL to 65, disabling Metered Connection, resetting TCP autotuning, checking for HP Connection Optimizer, disabling IPv6 temporarily, and disabling adapter RSC. None of those changed the result. Could this be carrier hotspot detection, an ARM64 Windows networking issue, a corrupted network profile, or a Windows QoS policy? Are there other settings or tests I should try?

You can inspect the QoS Packet Scheduler settings under Local Group Policy, if the required tools are available, especially the policy named “Limit reservable bandwidth.” A nondefault value can be reset, although that setting normally does not create a precise 0.6 Mbps cap by itself. Also check for third-party VPNs, security software, traffic shapers, or OEM network-optimization utilities. Since the problem affects both USB tethering and Wi‑Fi, adapter-specific tweaks such as RSC, IPv6, or TCP autotuning are unlikely to be the main cause.
The identical limit on two different phones points more toward hotspot treatment by the carrier than a Windows adapter fault. Some mobile plans deliver full speed on the handset but apply a separate hotspot or tethering policy. Testing another carrier SIM in the same laptop would be a useful comparison. If that SIM performs normally, the laptop is probably fine and the restriction is being applied by the mobile network.
