I currently have a PC with a GTX 1080 Ti and want to upgrade the motherboard, CPU, and RAM first. I can't afford a new graphics card right now, so I may need to keep the 1080 Ti for another year or two before upgrading to something like an RTX 5070 or RX 9070 XT. I'm considering a Ryzen 7 9800X3D and already bought one 16GB DDR5-5200 memory stick. Would this setup work well for 1080p gaming with my current graphics card, or would I be better off waiting and upgrading everything together?

Try not to focus too much on the word “bottleneck.” Every PC has a component that limits performance depending on the game, resolution, and settings. With a 1080 Ti at 1080p, the GPU will often be the limiting part, but the CPU and graphics card will still work together normally.
If the goal is purely better gaming performance right now, waiting or saving for the GPU would provide a much larger improvement. A 9800X3D paired with a 1080 Ti may feel nearly the same in games where the graphics card is already maxed out. On the other hand, buying now can be reasonable if prices in your country are rising and you need the platform upgrade immediately; just accept that newer CPUs and better value may be available by the time you purchase the GPU.
Yes, the 1080 Ti will work with that platform, and you can use it for 1080p gaming until you buy a newer GPU. However, the graphics card will usually be the main performance limit, so moving to a 9800X3D probably won’t increase your frame rates much in GPU-heavy games. The upgrade could still make sense if your current CPU is holding you back or you need the new platform for other reasons.
I’m considering buying now because inflation and limited income make it difficult to save. I’d rather purchase the best parts I can currently afford and upgrade the graphics card later, although waiting is still something I’m considering.
