My father passed away unexpectedly, and our family is trying to recover important digital information from his phone and account. We don't know his passcode, and Apple explained that they cannot provide the phone password but may be able to help with account data after the required legal steps. We also don't have much time or money for a lawyer. The phone appears to be an iPhone 17. What options do we have?

The newer iPhones use strong hardware encryption, so bypassing the passcode isn’t realistically an option. The practical route is to work through Apple’s deceased-account process for whatever iCloud data they’re legally able to release.
If your father owned a Mac or another Apple device that you can legally access, check whether it’s already signed in or has synced information. Otherwise, Apple’s account-recovery process is the main option. A death certificate and proof of your authority to manage his affairs may be requested.
I’m very sorry for your loss. You generally can’t unlock the iPhone without the passcode, but you may be able to request access to his Apple Account as a deceased family member. If he used iCloud backups, that could provide access to some of his data. Apple will usually require a death certificate and may also require a court order.
For the future, setting up a Legacy Contact is worth doing for every family member. It lets someone designated by the account holder request access to certain data after their death, without giving them the device passcode.
