How Can I Fix Frequent Micro-Stutters in Valorant on a New PC?

I recently bought a prebuilt PC and have been experiencing frequent micro-stutters while playing Valorant and watching YouTube. It doesn't seem to be network lag because the game remains responsive and my ping is usually around 10–12 ms. I've already tried BIOS updates, disabling hardware-accelerated GPU scheduling, lowering and capping the frame rate, and several other common troubleshooting steps, but nothing has helped. The system has a Ryzen 5 7500F and a Radeon RX 9060 XT. The issue is most noticeable in Valorant; I haven't noticed the same behavior in Minecraft or Roblox, although those games are very different. What else should I check?

Background software conflicts are worth checking, especially overlays and hardware-control utilities. Programs such as fan or cooler controllers, RGB tools, performance monitors, recording overlays, and GPU utilities can sometimes interfere with games or add periodic frame-time spikes. Try a clean startup with nonessential utilities and overlays disabled, then test Valorant again. Valorant’s kernel-level anti-cheat has also been suspected of conflicting with some Windows or background software setups, so isolating those programs may reveal the cause.

It would be useful to test several other demanding games to see whether the stutters are specific to Valorant or affect the whole system. Since Valorant is the only competitive shooter you play, the problem may simply be more noticeable there. Stable ping doesn’t rule out a local frame-time or rendering issue, so monitoring frame times and testing another game could help narrow it down.

So far I’ve only noticed it in Valorant. Minecraft and Roblox seem fine, though they don’t put the system under the same kind of load.
