I found an old iPad that I want to erase and give to someone else. A factory reset requires the password for the Apple Account currently linked to it, but I've forgotten that password. When I select the password-recovery option, it only says the account is locked. I also can't sign out of the old account because the iPad asks for the same forgotten password. What options do I have?

If the Apple Account is locked or disabled, you’ll need to recover access through Apple’s official account-recovery process before you can sign out and erase the iPad. Creating a new account won’t bypass the old one, because the device is still linked to it through Activation Lock. If you can’t recover the account, Apple may be able to help remove Activation Lock if you have valid proof of purchase for the iPad.
I made a new Apple Account, but the iPad won’t let me use it. It requires me to sign out of the old account first, and signing out still asks for the forgotten password.
