I'm planning my first PC build and don't know much about cooling. I'd rather avoid an all-in-one liquid cooler because it seems too advanced for me. The build uses a Ryzen 5 9600X, a Gigabyte B850M motherboard, an RX 9060 XT, and a Lian Li A3-mATX case. I'd like to stay under $1,900 and would also like some RGB fans for lighting. What CPU cooler and case-fan setup would you recommend?

The Ryzen 5 9600X is fairly easy to cool, so a basic single-tower air cooler such as the Thermalright Assassin X 120 Refined SE should be plenty. You don’t need an AIO for this processor.
You can optimize the build and still add RGB. A single-tower cooler is enough for the 9600X, and a dual-fan tower cooler is also a good option if it only costs a little more. For airflow in the A3-mATX, try two bottom intake fans and one rear exhaust fan. Just make sure the fans fit the case and that their lighting connectors match your motherboard or controller.
A dual-fan air cooler can be worth considering if the price difference is small, but it still isn’t required for this CPU. You’ll get more benefit from having balanced case airflow than from using an expensive cooler.
You may also want to revisit the overall budget. The memory’s CL30 rating and the PCIe 5.0 SSD add quite a bit without offering much practical benefit for most gaming builds. Saving money there could make room for a stronger graphics card, possibly an RX 9070 if it fits the case and the final pricing works.
