I just finished building my PC and noticed that the 12V-2x6 power cable rests against the graphics card in the area shown in the photo. Is that contact safe, or should I reroute the cable to keep it away from the GPU?

That kind of contact is generally fine. The cable insulation prevents electrical arcing, and the graphics card cooler usually doesn’t get hot enough to damage the wires. Also, the specific wires touching the card in your photo appear not to carry power, so they aren’t a concern. Just make sure the connector is fully seated and avoid sharply bending the cable right next to the plug.
The 12V-2x6 connector itself is safe when it’s installed correctly and connected directly to a compatible power supply cable. The bigger concerns are loose or partially inserted plugs, tight bends near the connector, and questionable adapters. Simply touching the GPU cooler isn’t what causes failures.
