I'm building a PC with an RX 5700 XT and don't have a separate OEM GPU power cable. My Corsair RM750e came with the PCIe cable shown in the photo. Can I safely use this cable to power the graphics card, and does the dangling 2-pin section need to be connected or can it be left aside?

The GPU power cables are supplied with the power supply, not the graphics card. The cable shown is a standard PCIe power cable for the RM750e, so it should work as long as it is the cable that came with this exact PSU. Don't use a modular cable from another power supply, even if it appears to fit.
Yes, the loose 2-pin piece can remain disconnected. It is designed to combine with the 6-pin portion to form an 8-pin PCIe connector. Connect the full 6+2 plug only if your graphics card requires an 8-pin socket; otherwise, use the appropriate connector for the card and leave the extra pins tucked safely out of the way.
