My RX 7600 XT 16GB handles most games smoothly at 1080p, but it isn't really making use of my 4K 60 Hz monitor. Some demanding games, such as Dragon's Dogma 2, also run poorly. Would moving to an RX 9070 be a worthwhile upgrade for comfortable 4K gaming, or would it make more sense to wait?

The factory “OC” label isn't very important here. Different models may have slightly different clocks, but the real-world performance gap is usually tiny, so choose based on price, cooler quality, noise, warranty, and availability rather than paying a large premium for an overclocked edition.
