I'm building a gaming PC with a Ryzen 5 9600X and deciding between an RX 9060 XT 16GB paired with 32GB of DDR5, or an RX 9070 paired with only 16GB of DDR5. The RX 9070 seems roughly 50% faster, and I can afford it if I reduce the memory from 32GB to 16GB. I mainly want to play games such as Subnautica 2 and the newer Assassin's Creed titles, along with other AAA games at 1440p. Would the stronger GPU make a noticeable difference, and would dropping to 16GB of RAM cause problems? I'm also considering buying a single 16GB memory stick now and adding a matching one later. How much performance would I lose compared with using two sticks immediately?

For 1440p AAA gaming, I’d take the RX 9070. The GPU performance difference will usually matter much more than going from 16GB to 32GB of system memory. With just a game, Discord, and normal background apps open, 16GB should still work, although 32GB is becoming the more comfortable target. Make upgrading to 32GB your first future upgrade.
If you regularly multitask heavily—lots of browser tabs, editing software, or other demanding programs—32GB could be the better quality-of-life choice. For primarily gaming at 1440p, though, the RX 9070 is the stronger investment. You could also check whether a cheaper intermediate GPU model gives you enough savings to keep 32GB, as long as its VRAM and performance meet your planned games.
A single 16GB DDR5 stick is a reasonable temporary plan if it lets you buy the RX 9070, but it will run in single-channel mode and may reduce performance compared with two sticks. The penalty is generally smaller on DDR5 than it was on older memory generations, but two matched sticks are still preferable. If you do this, buy a module with specifications likely to be easy to match later.
