My student Google AI Pro promotion is ending today, and my cloud storage will drop from 5 TB to the free 15 GB limit. Almost all of the storage I used was for a 31.97 GB WhatsApp backup containing years of photos and videos. I would rather not delete media or reduce the backup. What are my safest and most practical options for keeping it? I have considered a free 1 TB service, but I am uncomfortable storing such personal data with a provider whose privacy practices I do not fully trust.

For long-term archival storage, you could burn the photos and videos to archival Blu-ray discs using an M-DISC-compatible drive. A 50 GB disc would hold this backup, and you would not have recurring subscription costs. I would still keep another copy on a drive, since archival media is only useful if you also preserve the hardware and can read it later.
You could move to a paid cloud storage tier, such as the 100 GB plan. It should be enough for the current WhatsApp backup and leaves some room for other files, without requiring you to use a less familiar free provider.
If you are eligible for a current mobile-provider promotion, check whether it includes an extended cloud-storage or AI subscription. Some offers provide several months of the larger storage plan at no extra charge. Make sure the promotion is officially available to you and read the terms before relying on it long term.
Your existing backup may not disappear immediately when the paid storage ends, but you should not treat that as permanent protection. Before the downgrade, make a second copy of the important media locally or on another trusted service. Also verify that the copy can actually be opened before deleting or changing anything.
The simplest option is to keep a local copy on an external hard drive or a couple of reliable flash drives. Since the backup is only around 32 GB, local storage should be inexpensive. Keep at least two copies, ideally in separate locations, because any single drive can fail.
