I'm looking for a desktop computer for an autistic person who is highly sensitive to fan noise and similar sounds. It will mainly be used for trading with around 20–30 browser tabs open at once, with no demanding gaming or creative workloads.
What type of desktop would stay very quiet during this kind of use? How much CPU performance is needed, and what specifications help prevent the system from heating up and increasing fan speed? Do silent cases make a meaningful difference, or are other components more important?
I haven't bought or built a computer in over 10 years, so advice on either a prebuilt or custom build would be welcome. The budget is €500–€1,000, and I'm located in the Netherlands.

For a custom build, choose a low-power 65-watt processor with integrated graphics, a large air cooler, and a power supply whose fan stays off at low loads. Large fans running slowly are generally much quieter than small fans running quickly. Undervolting can reduce heat further, though it should be tested for stability. A passively cooled graphics card is unnecessary unless several monitors require one.
A ‘silent’ case can help somewhat, but it isn’t the main factor. Sound-dampening panels may reduce noise, while restricting airflow can sometimes make temperatures and fan speeds worse. The quietest setup usually comes from efficient hardware, a large cooler, slow-moving fans, and a good-quality semi-passive power supply. If absolute silence is required, placing the computer in another room with proper ventilation is also possible.
Passive cooling is worth considering if even a slow fan is unacceptable. These systems use large heatsinks instead of fans, but they need relatively low-power hardware and good airflow around the case. A fanless mini PC or an integrated-graphics system with a low-wattage processor would be a sensible direction for this workload.
For browsing, trading platforms, and 20–30 tabs, almost any modern low-power computer should be quiet enough. A mini PC or refurbished business desktop could handle this easily and may cost well under the full budget. Look for an efficient processor and solid-state storage rather than a high-end gaming system. A fanless system is another option, although it may have performance and upgrade limitations.
