I bought a second-hand external HP GP70N DVD drive and some blank DVD+R discs. My computer recognizes the drive, but inserting one of these discs produces a "Device Descriptor Request Failed" error. An older movie DVD works normally, so the drive can read at least some discs. Could the problem be that these are dual-layer DVD+R discs, or do I need different media or burning software?

The drive’s listed specifications support DVD-R DL, but DVD+R DL is not clearly supported. Try a standard single-layer DVD-R or DVD+R first, or use DVD-R DL instead. The dual-layer DVD+R format may simply be incompatible with this drive.
Blank discs won’t contain anything for the drive to read until you burn data to them. You’ll need disc-burning software that can create the files or an ISO 9660 image and write it to the DVD. Also check whether the software and drive support the capacity of the discs you bought.
That makes sense. I’ll try a different disc type instead.
