Advice for a Low Budget PC Build

I'm looking to put together a low-budget PC build and could use some guidance. I want it to be at least AM5 to allow for future upgrades, but I'm unsure if 16GB of RAM will be sufficient. Also, I'm concerned about whether the CPU will bottleneck my setup. My game library isn't too demanding, and I have a 1080p monitor with a 180Hz refresh rate. Do you think this build will work? Thanks for any input!

Are you near a Microcenter? They have great deals, especially on components. Just a heads-up: if you're getting a GPU for around $200, is that from a seller or do you already own it? You might want to check eBay, but make sure to do some research on the seller's ratings before buying anything used!

Yeah, I spotted some graphics cards on eBay for around that price. Is it generally safe to shop for used GPUs on there?
