I recently took my PC apart for what I thought would be a quick clean, but now it won't boot at all. All the components seem to power on, and the RGB lights are shining bright, but there's no activity on the monitor. I've noticed some slight damage to the CPU pins on the motherboard. Could this be the reason my PC won't start? If it is the cause, is it an easy fix, or should I just get a new motherboard?

Looks like your motherboard might be toast. There really wasn’t any need to remove the CPU or cooler just for cleaning. The areas under the CPU usually don’t get that dusty. If the damage is as bad as it looks, you may be in need of a new motherboard.
It seems like that’s definitely the problem. What on earth happened to those poor motherboard pins? You could try carefully bending the pins back into place if you're up for it, but I've never had luck with that myself.
It sounds like you may have gone a bit overboard with the cleaning. Removing the CPU wasn't necessary since it's mostly sealed and shouldn't get that dirty. You might want to consider just removing the cooler to reapply thermal paste instead. You have to be joking—how did you manage to get thermal paste under the CPU and on some pins?! Yikes! Bending the pins might work, but it sounds risky. I'd brace yourself for a motherboard replacement.
Yeah, that damage to the pins is definitely the issue. Even a single bent pin can prevent your PC from even starting up. From the photos you shared, it looks like more than just a couple of bent pins; so I think your motherboard is pretty much done for.
