I recently built my first PC, and I'm noticing that my GPU fans sound incredibly loud, almost like an engine. I've shared some videos where the fans are running at 30%, which is the lowest they can go before turning off, and they still make an awful noise. Besides sounding engine-like, there's also a strange vibrating sound coming from them that you can hear in the first video. I'm really anxious to know if this is typical fan behavior or if it's a reason to consider returning the GPU. I've been looking for advice, but not much has come my way, and my return window is closing soon, so I'm feeling pressured to figure this out quickly.

That noise isn't normal at all. It could be from faulty fans or even coil whine from the GPU or PSU. You should try ramping up the fan speeds using Afterburner to test them out at 100%. If there's rattling at that speed, it's definitely a fan issue. If not, load up your GPU while the fans are on auto. If the noise continues then you might be dealing with coil whine.
I recorded that video without any load, and I'm confident it’s not the PSU since the sound doesn’t happen while I run Cinebench.
