I'm planning to upgrade an NZXT prebuilt I bought around 2021 and want the best performance improvement for roughly $400–$600. The current system has an i5-10400F, RTX 3060 12GB, 32GB DDR4-3200, a 512GB SSD, a 2TB hard drive, a basic B560 motherboard, and a generic 500W power supply.
I'd prefer to keep my existing DDR4 memory because replacing it would add a lot to the cost. I also expect to replace the motherboard and power supply if necessary. The main issue seems to be the CPU: most games run around 60–100 FPS at 1080p on medium settings, but newer titles such as Forza and Subnautica 2 become stuttery and lose performance when I raise settings beyond medium. My RTX 3060 generally meets recommended GPU requirements, while the i5-10400F is often listed as the minimum or below it.
Would it make more sense to move to a newer Intel DDR4 platform, switch to AMD, or upgrade something else first?

I’d replace the generic 500W power supply with a quality 650W unit first, using a reputable model with the appropriate protections and warranty. Then compare complete CPU-and-motherboard bundles rather than choosing parts separately.
Keeping the 32GB of DDR4 makes sense for this budget. A Ryzen 7 5700X3D on B550 offers excellent gaming performance without replacing your memory, while an Intel DDR4 setup can also work if a 12th- or 13th-generation bundle is cheaper. Your RTX 3060 is still fine for 1080p, so I wouldn’t replace the GPU until monitoring shows it is consistently the part limiting your frame rate. Also consider moving frequently played games from the hard drive to the SSD, since that can reduce loading-related hitching even though it won’t fix a CPU bottleneck.
Before buying parts, check GPU usage, CPU usage per core, temperatures, and RAM usage while the stuttering happens. If the GPU is close to 95–100% usage, the graphics card is the limitation and a CPU upgrade won’t help much. If the GPU usage drops while one or more CPU cores are maxed out, then the processor is the likely bottleneck.
For this budget, a platform upgrade that keeps your DDR4 is reasonable. A Ryzen 7 5700X3D with an inexpensive B550 board is a strong gaming option if you can find the CPU at a good price, though you’ll need to confirm the board supports it. A 12th- or 13th-generation Intel CPU with a DDR4-compatible B660, B760, or similar board is another option. Avoid spending heavily on a motherboard; put the savings toward the CPU and a reliable power supply.
