I'm putting together a budget gaming PC and looking for advice on a good graphics card. My total budget is between $1000 and $1200, but I've already spent around $300 on a case, motherboard, and power supply. I was considering the B580, but I'm wondering if I should step up to something better for around $400. What would you recommend for a budget GPU?

If you're near Charlotte, check out Micro Center. They have the RX 9060 XT 16GB for about $379. You can also grab a bundle which includes a good CPU and RAM. It's an awesome package, just make sure your case is ATX compatible.
You might want to consider the RX 7700 XT as well. I just got one, and it's great!Not as popular as others but performs really well.
Don't feel you have to buy new. Look at Facebook Marketplace for used parts, which can save you a ton. Just check for seller ratings and ask lots of questions to avoid buying a faulty GPU.
I built my first PC a couple of weeks ago with the NVIDIA GeForce RTX 5060 8GB and it's made a noticeable difference from my previous GTX 1660 Super. If you're considering the RX 9060 XT, it's a solid choice for around $400, especially if you're on a budget.
