If you can find a good deal, a used 4080 Super could fit in your budget. Besides that, the 5070 Ti and 9070 XT are also worth considering!
Not sure if you can actually get a proper 4K experience with that budget, but the 5070 Ti and 9070 XT can hit 4K 60fps with DLSS on higher settings!
My 3070 does a great job on 4K with my Ryzen 9 laptop, just saying!
