I'm looking to upgrade the GPU in my setup. Currently, I have a Ryzen 9 5900X and 32GB of 3600 C16 RAM on a Crosshair Hero 8 motherboard. My budget for the GPU is between $400 and $450. Any suggestions based on that?

I’d go for the RTX 4070 if I were you. The RX 9700 is definitely over budget, and honestly, the RTX 4070 isn't a significant step down from the 5070, which is also going to be over your limit. You can often find a secondhand 4070 or 4070 Super for about $400-$450, and they offer a solid performance boost compared to the RX 6600 XT.
If you're looking at the RX 9700, just keep in mind that it's actually about $100-$150 over your budget. You might want to look at alternatives instead.
What GPU are you using right now? For your budget, I’d recommend considering the RX 6600 XT 16GB or the RTX 3060 Ti 16GB. If you're open to used options, the RTX 3080 Ti, 4070 Super, or the RX 7900 XT might be good picks as well. It really depends on what you can find at the right price.
