I think you might be able to bypass that by creating it through the web instead of directly on your device, but it’s a bit tricky. You’d still need to verify your identity somehow.
If you’re asking about using an old number during the setup process, just remember that using a number you're about to lose in a couple of weeks can be risky. You wouldn't be able to access your account for verification once that number is gone, so be careful with that!
Yeah, just to add, you can technically use any number. It could be a landline or someone else's number, but it needs to be one you can access to receive texts or calls for verification.
Unfortunately, you can't create an Apple ID without a phone number. Apple requires Two-Factor Authentication for new accounts, which needs a phone number to send a verification code for setup.
