I'm looking to set up a Terminal Services environment on Windows Server 2019 that allows more than two concurrent users, including a guest login. Is there a way to do this without purchasing Remote Desktop Services Client Access Licenses (RDS CALs)? I've heard about FSlogix, but I'm unsure if it would actually help in this case. Additionally, my client wants to verify if two users can log in simultaneously using the same credentials. Has anyone had experience with this? Thanks for your help!

Unfortunately, Windows Server 2019 allows only two simultaneous sessions for management purposes without requiring CALs. If you want more concurrent users, you will definitely need to set up the Remote Desktop Services (RDS) role and get the appropriate licensing.
You might want to explore ThinStuff as an alternative, but keep in mind that using something other than RDS CALs could fail during a Microsoft audit if they decide to check. Just a heads up!
The previous answers are spot on. You’re limited to 2 sessions for management only; any additional users need RDS CALs. Also, FSLogix is mainly for managing user profiles, so it won't help here.

Exactly, you still need to acquire and license RDS CALs first before trying to use ThinStuff or similar solutions.
