I'm using a Dell Precision 3431 with an Intel i9-9900 CPU, but I'm currently lacking a GPU. I'm thinking about getting a low profile RTX 3050, as it seems to be the best option for my setup considering the lack of PCIe connectors. Is it feasible to run it on a power supply between 200 to 260 watts?

The RTX 3050 6GB low profile is a great choice for an affordable GPU. It might be worth noting that the only other card that performs similarly but is a bit pricier is the RTX A2000. If you're open to it, there are also low-profile RTX 4060 options available that could work with a 2x SATA to PCIe adapter since those pull around 130W at maximum load.
From what I've seen, it looks like the RTX 3050 should fit well in your setup, but you will need to keep an eye on your PSU. Some people have reported successful installations even with lower wattage power supplies, so you might be fine with those 200-260 watts.
