Can I recover a permanently deleted video from my Windows laptop?

I recently deleted a video I had downloaded from the internet, and I'm hoping to recover it. It's been about two weeks since I deleted it, so I'm wondering if there's any chance of getting the file back. If recovering the actual file isn't possible, I'd at least like to know its name so I can search for it again. I'm using a Windows laptop and have tried data recovery tools, but so far, they've been unsuccessful. I did play the video a couple of times in VLC media player—could that help in any way?

Have you checked VLC for a list of recently played files? You might be able to find the name of the video there, and then you could search for it online to download it again.
