I'm trying to figure out if the Meg Ai1600t power supply can operate at full capacity on a typical 15 amp outlet. According to the manual, it lists total power ratings of 1600w at 115-240v and 1200w at 110-115v. Does that mean I can't use the full 1600w on a 15 amp setup?

Yeah, the manufacturer probably limited it to 1200w on those lower voltages for safety reasons, especially since 1600w at 87% efficiency means you're close to what a 15 amp circuit can handle. Just be careful not to overload your circuit if you plan to push those limits.
I get why you're concerned about the manual. It does seem like you might be capped at 1200w if you're on 110-115v. Just remember, someone mentioned needing a 20 amp outlet for this PSU, but it can run on a 15 amp outlet—just not at its max output. You'll probably be well under the 1600w limit anyway.
