I'm planning to switch to Linux, likely Pop!_OS, but I really need to continue using Photoshop and Clip Studio Paint, especially since I'm on Clip Studio Paint 2.0 EX and I'm not looking to change. I've got an older version of Photoshop (probably 2019) that shouldn't matter too much. I also use a Huion tablet, and I've seen that they have official drivers for Linux. Can I effectively run these programs using Wine, Bottles, or a virtual machine? I'm not very experienced with compatibility in Linux, so any advice would be appreciated!

Honestly, you might want to stick with Windows if those programs are essential. I've tried running Photoshop on Linux for a while and had no luck. It seems pretty hit or miss for using it on another OS.
I tried running a Windows VM using Boxes on Fedora for Clip Studio, and it wasn't very smooth. The pressure sensitivity on my tablet didn’t work right either, so my recommendation would be to dual-boot between Windows and Linux if you can.

Unfortunately, Adobe software doesn't play nice with open source. You might want to consider learning different software or just keep Windows as an option for now.
I don't use Photoshop, but Clip Studio has worked pretty well for me on Linux. The only hassle is that I can't use the in-app store browser; I have to use my regular browser for downloads. But other than that, it's nearly flawless! You might also look into a possible web version of Photoshop which could work since it’d be running remotely.
