Can I test if my new motherboard and CPU work without an OS?

I have a Z390 9700K setup that I'm planning to move into a new case, but I'm also looking to upgrade to a used Z790 motherboard and a used 12900K CPU. Before I fully dismantle everything, I want to check if the new components are functional. Is it possible to install the new motherboard and CPU without an operating system and still verify that they work through the BIOS? What will I need to get it to post?

Yes, you can definitely check that. Just boot it up and go into the BIOS—if everything's working, you'll see a message like "No OS detected" or something similar. So that alone should confirm your components are functional.

You’ll be good to go! The 12900K has integrated graphics, so you only need the motherboard, CPU, and RAM to get into the BIOS. That means you should be able to post even without an OS. Just make sure to have some RAM on hand because you can't skip that part.
