I currently have two 8GB RAM sticks running at 2400MHz and I'm looking to upgrade to a stick that operates at 3600MHz. Is it as simple as removing the old RAM and installing the new one? Do I need to worry about other components like the PSU or anything else?

It's hard to say for sure without knowing your PC's full setup. Back when 2400MT/s was new, many CPU RAM controllers couldn't handle speeds like 3600MT/s. You'll need to enable XMP (Extreme Memory Profile) to unlock the higher speeds on compatible sticks.
Yes, you can just swap out the RAM sticks. However, keep in mind that depending on your motherboard, you might not see a significant performance boost since some older Intel boards support up to around 2666MHz at most.
Before you invest in a new RAM stick, consider trying to overclock your existing 2400MHz RAM. You might be able to push it to reach 3600MHz without spending any money!
