I'm building a new PC, but the standard case screws don't seem to fit the power supply properly, so the PSU can move around. A PCIe slot screw threads in correctly and holds the unit securely. Is it safe to use that screw, or are PSU mounting screws specially designed for the power supply?

If the screw fits the threads properly and the PSU is snug, it should be okay. Don’t use a screw that’s too long or requires excessive force, since that could damage the PSU or strip the mounting hole.
PSUs normally include their own mounting screws, but a PCIe slot screw is generally fine as long as it threads in smoothly, doesn’t need to be forced, and holds the PSU firmly in place. There’s nothing electrically special about the screw itself—just make sure it’s the correct length and doesn’t extend too far into the power supply.
I didn’t notice any screws in the PSU box, so I wanted to make sure using the PCIe screw wouldn’t cause a problem.
