I just rented a basement apartment and had WiFi set up, which includes two modems—one downstairs and one upstairs. I noticed there's an Ethernet outlet in my room. If I connect my laptop to that outlet, will I be connected to the WiFi service I installed?

If you're trying to connect to the router upstairs, the first thing you should do is check the router's control panel while you're on the WiFi. Look for the documentation to find the correct address to access it in your browser. If you can connect via that Ethernet port and access the control panel again, then you're on the same network; if not, then you're probably not connected.
