I'm setting up a dual-boot system with Windows on one SSD and Linux on another. While I plan to use Windows for certain tasks and programs, I want Linux to be my main OS focused on gaming. As I'm working on partitioning the Linux SSD, I realized it would be wasteful to leave unused space on the Windows SSD. Is there a way to allocate some of that Windows storage for my Linux games? Even though Linux isn't installed on that SSD, can I still access and use that storage?

Absolutely, you can create a partition on your Windows drive specifically for your Linux games. It's straightforward and works well!
Would I do this from the Linux OS or the Windows one?
