With your budget, it might be worth looking into a used PC instead. Sometimes you can find great refurbished options that can really save you a lot.
You might want to consider ditching your cooler and using the stock one instead. Also, if you don't need Windows right away, you could save some cash by going with an unactivated version.
Don't forget to check the thermal performance with the stock cooler.
