Could a Weak Power Supply Still Cause Shutdowns Even with a Graphics Card Power Limit?

Hey everyone! I recently got my hands on a 9070XT graphics card, but I didn't prepare for it by upgrading my power supply first. Right now, I'm using a 650W gold-rated PSU for the entire system, and I knew it might be a little risky. Unfortunately, I'm facing random reboots and crashes, even after I set the graphics card's power limit to 250 watts and then to 200 watts. At one point, the card was only pulling about 80W during a crash, and I usually cap the frame rates to match my monitor's refresh rate. I'm starting to wonder if transient spikes in power demand could still be too much for my PSU. Do I really need a new power supply to fix these issues, or could something else be causing the failures? Also, should I focus on adjusting the card's clock speeds instead of just limiting the power draw? I'm not keen on doing a lot of stability testing with over- or underclocking, so any advice would be super helpful!
