CPU Frequency Dropping on Lenovo IdeaPad 5 Pro with Linux

I'm having an issue with my Lenovo IdeaPad 5 Pro Gen 10 equipped with the Ryzen AI HX 350 Kraken Point CPU. When I unplug the charger, the CPU frequency unexpectedly drops to 860MHz, and I'm unable to resolve it. I'm relatively new to Linux and have tried a bunch of fixes on various distros, mostly Ubuntu. I've attempted replugging the charger, changing power profiles, using TLP, messing with various settings, trying autocpufreq, and updating to the latest mainline kernel. I've also updated to newer versions of Ubuntu, reinstalled, tried dual booting, switched to Manjaro, and Kubuntu, modified BIOS power settings, and made sure my drivers and BIOS are up to date. I'm unsure whether this is a firmware or BIOS issue, if my CPU is just too new, or if my laptop might have a hardware defect, which I doubt because the CPU temperatures are fine and everything runs smoothly on Windows. I'm looking for any advice on what to do next!
