I'm encountering significant stuttering and extremely low 1% FPS lows while playing Fortnite, despite having a high-end setup. You haven't mentioned what kind of storage drive you're using. If Fortnite is on a hard drive, the stutters could be from assets loading as you play. I recommend putting the game on an SSD if it's not already. Also, consider installing all game assets via the launcher; it might help with stuttering due to streaming skins.
You might be dealing with DX12 shader recompilation loops. To fix the stuttering, try deleting the NVIDIA DXCache folder. Just press Windows + R, type `%localappdata%NVIDIADXCache`, and delete everything inside. Just a heads up, the game might stutter a bit the first time you relaunch it while it rebuilds the cache.
