Nope, the GovCloud service wasn't affected at all. They operate with a separate control plane and are physically located in completely different areas than the commercial regions like us-east-1. So, there wasn't any impact from the outage.

Short answer: No. The outage was specific to the us-east-1 commercial region. While the IAM global control plane was impacted there, GovCloud has its own dedicated control plane, which means it wasn't affected. However, there could be indirect impacts if a third-party service had issues due to the outage, affecting GovCloud users indirectly.
