I recently built a new PC featuring a Ryzen 5 7600X and a 3070 Ti, but I'm facing a frustrating issue. I'm unable to run any game smoothly, with heavy stuttering occurring regardless of the graphics settings I adjust. For instance, low graphics settings in Elden Ring yield frame rates around 30 fps or even lower. Interestingly, while the CPU usage hovers around 30%, the GPU remains at 99% usage. The temperatures for both components are around 57°C, which I've read is within a normal range. I've adjusted various settings to no avail. On a side note, all components were purchased brand new from Microcenter, except for the refurbished GPU which might be the root of my issues. Prior to building this new setup, I had a 1660 paired with a 9th Gen i5, which managed to run Elden Ring at steady 60 fps on medium settings at 1080p, but that setup unfortunately bricked, leaving me in this predicament.

Just to clarify, you're not trying to run games at 4K resolution, right? That could definitely cause issues at high settings.
First things first, make sure your monitor is connected to the GPU and not the motherboard – that can really affect performance! Just double-check to be safe.

You should check the temperatures, clock speeds, and power draw. A great tool for this is the RTSS overlay while recording a gaming session. It gives you a clear view of how everything is performing.
I monitored with HWinfo and saw the GPU clocking at 2000 MHz, and temperatures are around 57°C for both the CPU and GPU. I’m not sure where to find the power draw though.
