Experiencing Stuttering on My High-End Gaming PC – Need Help!

Hey everyone, I'm Mario. I built a high-end gaming PC in June 2023 featuring an RTX 4090. Lately, I've been noticing occasional stutters while playing games, and I've been troubleshooting the issue for about 8 months now, both software and hardware-wise. My friend, who has a solid setup with an RTX 4070, helped me test things out and we found that my GPU stutters in certain areas where his does not, even at the same settings and frame rates. I've already sent my GPU to Asus for RMA, and they replaced a mechanical component, but unfortunately, the stutters still persist. I'm wondering if these occasional stutters are normal for a build like mine or if there's something more serious going on. Here's a breakdown of my specs:

- CPU: Intel Core i9-13900K

Have you thought about capping your FPS slightly below your monitor's refresh rate? It's a shot in the dark, but depending on how your components handle load, it could smooth out gameplay a bit.

You've done quite a lot already, but make sure you double-check a few things. Have you verified that your CPU temperatures are not too high? High temps could lead to throttling and stutters. Also, what’s happening with your event viewer? Any errors there could give clues! Also, check if you have any CPU spikes during the stutters.
