Getting Low FPS in Counter-Strike 2 on a New PC Build

Hey everyone! I just finished building a new gaming PC with some pretty solid components: a Ryzen 7 7800X3D CPU, a Gigabyte B850M FORCE motherboard, and an ASUS RX 9070 OC graphics card. Despite this setup, I'm only getting around 25 frames per second in Counter-Strike 2. When I check the CPU, it shows about 41% usage and is running at 45 degrees Celsius, but the GPU is only at 3% usage and 41 degrees Celsius, which seems off.

I've already tried a bunch of troubleshooting steps: I disabled the iGPU, enabled Rebar, cleaned the PCIe connection, updated the BIOS and chipset drivers, and even reinstalled the drivers multiple times using DDU in safe mode. I even formatted the PC and did a fresh Windows installation.

I'm really at a loss here. Any suggestions on what might be causing this? 🙂

Is your graphics card seated properly in the main PCIe x16 slot? Also, make sure it's set to PCIe gen 4 or 5 in the BIOS. Sometimes it defaults to a lower setting, which can affect performance.

Just checking, have you connected the HDMI or DisplayPort cable to the graphics card instead of the motherboard? That can often cause the GPU not to be utilized properly. It's an easy mistake to overlook!

Yes, I made sure the cable is connected to the GPU, and I've also disabled the iGPU in the settings.
