Hardware Acceleration Causing Screen Tearing and Flickering Issues

I'm experiencing screen tearing and flickering whenever I turn on hardware acceleration. This is happening not only in games but also in web browsers like Chrome and in apps like Discord. The problem resolves completely when I disable hardware acceleration, but then my system feels laggier. Here are my system specs: I have an NVIDIA RTX 1650 GPU with the latest drivers, an Intel i5-10400F CPU, and I'm running Windows 11 (25H2). My monitor is 60Hz and is connected via HDMI. I've tried several troubleshooting steps, such as reinstalling the GPU driver using DDU, changing the monitor refresh rate, and disabling G-Sync/V-Sync. This issue occurs across multiple programs utilizing GPU acceleration, so I'm uncertain whether it's a driver issue or something deeper with the hardware. Any advice would be greatly appreciated!

Reinstalling Windows should really be the last option! I've been through this plenty of times, and usually, there are other steps to troubleshoot before resorting to wiping everything. It's good to cover all bases first!

You might want to check your BIOS settings related to the GPU. Options like Resize Bar or 4G encoding could be causing issues. Also, ensure that your HDMI cable is connected to the GPU and not the motherboard. If that doesn't help, you could try turning off variable refresh rate (VRR) based on some users’ experiences; they found that helped with similar flickering problems. Have you tested if it flickers on a different monitor?

I don't know the exact cause, but if nothing else works, a clean Windows install could be a last resort. Just make sure you back up your data first! If it still doesn't fix the issue afterward, there might be a chance your GPU is failing, but I think that's unlikely at this stage.
