Help! Just Installed a New GPU but Getting No Signal

I recently bought a used PowerColor Fighter 6750 XT, but I'm having trouble getting it to work on my PC (5600X with MSI B450 Gaming Plus Max) as well as on a friend's PC (2600 with MSI B450 Gaming X). When I start up my PC, the CPU and case fans spin, and the keyboard and mouse light up, but the GPU doesn't show any signs of life—its fans don't spin, there's no display, and I'm seeing a burning debug VGA LED. I've tried resetting the CMOS, reseating the power connectors and the GPU itself, and tested my friend's working RX570 in my setup, which functioned properly. I even removed the RAM sticks for about 10-15 minutes and reset everything with the old GPU and uninstalled the old drivers using DDU while setting the PCIe mode to 3.0. I'm in a tight financial spot and can't afford to buy a new GPU right now. Any advice would be greatly appreciated! P.S. I'm sorry if my English isn't perfect; it's not my native language.

Considering you tried the card on two different systems and it still isn't working, it's likely a dead GPU. If you can, return it and maybe try another one.

What wattage is your PSU? If it's not strong enough, it might not be able to handle the new GPU.

I have a 700W Chieftec PSU, so it should be sufficient.

When you boot up, which debug light is on? It could give us a clue about the issue.

I have four debug LEDs on my motherboard: CPU, DRAM, VGA, and Boot. When I boot up, the CPU lights up for about 4-6 seconds, then the VGA LED comes on and stays lit.

It sounds like you might need to dive deeper into the GPU. Have you opened it up to check the inside? Also, make sure the PCIe connectors are intact. Sometimes pictures help in diagnosing issues too!

The PCIe connector looks fine; I've already tested my RX570 on it, and it worked without issues.
