Help me improve my PC build after 15 years away!

I've been out of the PC gaming scene for about 15 years, thanks to kids and work. Now, I'm ready to get back into it and want to build a solid rig that I can upgrade over time as a hobby. I mainly play RTS games like the Total War series and Cities Skylines, and I'm aiming to keep my budget under $1,500. I'd love some critiques and suggestions on my planned setup! Here's the component list:

**CPU:** AMD Ryzen 7 9800X3D - $479.00
**Motherboard:** ASUS B650E MAX GAMING WIFI - $149.99
**Memory:** CORSAIR Vengeance RGB 32GB DDR5 - $182.99
**Graphics Card:** ASRock Steel Legend Radeon RX 9060 XT 8GB - $289.99

The Ryzen 7 9800X3D is kind of overkill for your budget, not to mention the RX 9060 XT is a bit weak—go for the 16GB version if you can. I suggest switching to a Ryzen 7 7800X3D and an RX 5070 if your budget allows. Also, consider faster memory like 6000 cl30/36 instead of 6400mt/s since that’s more suited for Intel.
