I've been experiencing micro stuttering on my gaming PC, both in games and on the desktop, and it's driving me crazy! My setup is top-tier: a 4090 GPU, 64GB RAM, an i9 13900 processor, and a Z790 Godlike motherboard, all running on an SSD. This issue started recently; everything was running smoothly two months ago. I've already tried uninstalling and reinstalling my Nvidia drivers multiple times and ensured everything is up to date. I even did a complete Windows reinstall, wiping everything. My games, including Dark Souls 3, Ghost of Tsushima, and Mass Effect Legendary Edition, all stutter, with FPS dropping from a stable 60 to around 57-53, causing brief but annoying micro stutters every 30 seconds or so, especially when I enter new areas in the games. I don't think it's a controller or USB issue since it happens even when they're unplugged. I'm looking for any troubleshooting tips or solutions to fix this problem, as I've exhausted my usual resources, and I really need some help!

Have you checked if your BIOS is updated? Sometimes, the latest microcode updates for your CPU can help resolve performance issues, especially with newer hardware like the 13th gen Intel. If you’re unsure, you can usually find the latest BIOS update for your motherboard on the manufacturer's site. Just make sure to follow the instructions carefully when updating it!
I think I've done that, but what specifically should I look for to confirm that it's updated? I’ve gone through a lot of Intel and MSI drivers, but I’m not too advanced with BIOS stuff.
