Help! My PC reset is stuck at 100%, and I can’t access certain settings

I've been dealing with an issue where I can't open services or any .msc files on my PC. I've tried various fixes, including DISM, sfc scans, and checking the registry for blocks, but nothing has worked. Safe mode is also problematic because my mouse and keyboard aren't functional there. I attempted to reset my PC through the recovery settings, but it's been stuck at 100% for over an hour now. My old HDD might be contributing to the lag, as it's still using some disk and memory resources. Can I safely reset my PC through the power options, or do I need to let the process finish? Also, if anyone has alternative solutions since my Windows updates seem to fail and Windows security sometimes doesn't activate, I'd appreciate it! By the way, I'm on Windows 11. One more thing, I've noticed that the blue gear in task manager moved from apps to background processes - is that a positive sign?

Be cautious with your system reset; the built-in factory reset can be problematic. A clean install of Windows is generally a safer option if you're having ongoing issues. It’s more reliable and can fix the majority of problems you’re experiencing with the .msc files and updates.
